CDS Secures Government Grant to Pioneer Breakthrough in Marine Biosecurity

New Zealand’s battle against invasive exotic Caulerpa is now in a bold new phase—and Commercial Dive Specialists (CDS) is proud to be at the forefront.


In August 2024, the Government announced an additional $10 million funding boost to accelerate the development of new tools and technologies to contain and remove exotic Caulerpa, a fast-spreading marine pest threatening our coastal ecosystems. This follows an earlier $5 million investment in urgent research and response efforts. As part of this initiative, CDS was awarded funding to develop and test a cutting-edge solution: the Rehabitat.


Designed and engineered in Aotearoa, Rehabitat represents a game-changing advancement in marine biosecurity. It targets invasive species like Caulerpa using a chlorine-based treatment within a sealed, underwater chamber—keeping the solution contained and preventing environmental exposure. Unlike traditional methods that release chemicals directly into the ocean, Rehabitat’s closed system is safer, more efficient, and far less invasive. The chlorine used is just twice the concentration of a swimming pool and leaves behind only trace quantities after use, aligning with best practice models used in progressive regions like California.


This funding has enabled CDS to prototype and begin field trials of Rehabitat in key locations. The trials form part of the Government’s broader commitment to developing new tools and supporting community-driven responses to biosecurity threats.


Minister for Biosecurity, Hon Andrew Hoggard, noted that while controlling Caulerpa is incredibly challenging—especially at the scale now seen in New Zealand—there is genuine cause for optimism. “There have been some promising technology developments that we would like to push further,” he said. “Communities in affected areas are deeply concerned about the impacts of exotic Caulerpa, and this is reflected in their efforts.”
